§ 62.1-44.38:2. (Expires December 31, 2012) State Water Supply Plan AdvisoryCommittee established.

A. The State Water Supply Plan Advisory Committee (the Committee) is herebyestablished as an advisory committee to assist the Department ofEnvironmental Quality in developing, revising, and implementing the statewater resources plan. The Committee shall be appointed by the Director of theDepartment of Environmental Quality and shall be composed of nonlegislativecitizen members representing industrial and municipal water users; public andprivate water providers; agricultural, conservation, and environmentalorganizations; state and federal agencies; and university faculty withexpertise in water resources-related issues. The Committee shall meet atleast twice each calendar year.

Members of the Committee shall receive no compensation for their service andshall not be entitled to reimbursement for expenses incurred in theperformance of their duties.

B. The Committee shall examine: (i) procedures for incorporating local andregional water supply plans into the state water resources plan andminimizing potential conflicts among various submitted plans; (ii) thedevelopment of methodologies for calculating actual and anticipated futurewater demand; (iii) the funding necessary to ensure that the needed technicaldata for development of a statewide planning process; (iv) the effectivenessof the planning process in encouraging the aggregation of users into commonplanning areas based on watershed or geographic boundaries; (v) the impact ofconsumptive use and reuse on water resources; (vi) opportunities for use ofalternative water sources, including water reuse and rainwater harvesting;(vii) environmental flows necessary for the protection of instream beneficialuse of water for fish and wildlife habitat; (viii) the role of the StateWater Control Board in complying with the state water resources plan; and(ix) other policies and procedures that the Director of the Department ofEnvironmental Quality determines may enhance the effectiveness of watersupply and water resources planning in Virginia.

C. This section shall expire on December 31, 2012.
