The Board may make available technical advice and information on waterresources to any agency or political subdivision of this Commonwealth, anycommittee, association or person interested in the conservation or use ofwater resources, any interstate agency or any agency of the federalgovernment, all for the purpose of assisting in the preparation oreffectuation of any plan or program concerning the use or control of thewater resources of this Commonwealth in harmony with the state waterresources policy or otherwise with the public interest in encouraging,promoting and securing the maximum beneficial use and control of the waterresources of this Commonwealth.
