§ 62.1-44.41. Board authorized to speak and act for Commonwealth.

(1) In all matters directly related to conservation or use of theCommonwealth's water resources, except as otherwise provided by law, theBoard is authorized to speak and act for the Commonwealth in all relationswith the federal government or with the government of other states or withinterstate agencies or authorities directly concerning conservation or use ofthe Commonwealth's water resources.

(2) In regard to such matters, the Board, or such person or state agency asmay be designated by it, may appear and testify for the Commonwealth beforeany committee of the United States Congress or any branch or agency of thefederal government or the legislature or any court or commission of any state.
