The State Corporation Commission in cooperation with the Workers'Compensation Commission shall establish minimum standards of service forinsurers writing workers' compensation policies in this Commonwealth,including but not limited to the servicing of such policies, theestablishment of offices within the Commonwealth, and the payment ofcompensation.
