§ 9.1-107. Powers and duties of Director.

A. The Director shall be charged with executive and administrativeresponsibility to (i) carry out the specific duties imposed on the Departmentunder § 9.1-102 and (ii) maintain appropriate liaison with federal, state andlocal agencies and units of government, or combinations thereof, in orderthat all programs, projects and activities for strengthening and improvinglaw enforcement and the administration of criminal justice may functioneffectively at all levels of government.

B. In addition, the Director shall have the power and duty to:

1. Accept grants from the United States government and agencies andinstrumentalities thereof, and any other source. To these ends, theDepartment shall have the power to comply with such conditions and executesuch agreements as may be necessary, convenient or desirable.

2. In accordance with the standards of classification of the Personnel Act (§2.2-2900 et seq.), employ and fix the salaries of Department personnel andenter into contracts for services necessary in the performance of theDepartment's functions.

3. Do all acts necessary or convenient to carry out the purpose of thischapter and to assist the Board in carrying out its responsibilities under §9.1-102.

C. The Director shall be the Executive Director of the Board, but shall notbe a member of the Board.
