28E.40  REGIONAL METROPOLITAN SERVICE AREA.
 Two or more contiguous counties, cities, or cities and counties
 may establish a regional metropolitan service area to provide for the
 joint delivery of services by an agreement under this chapter,
 subject to the limitations and requirements of sections 331.232,
 331.260, 331.261, and 331.262, subsection 9.
