29A.4  ORGANIZATION -- ARMAMENT -- EQUIPMENT AND
 DISCIPLINE.
 The organization, armament, equipment and discipline of the
 national guard, and the militia when called into state active duty,
 except as hereinafter specifically provided, shall be the same as
 that which is now or may be hereafter prescribed under the provisions
 of federal law and regulations as to those requirements which are
 mandatory therein, but as to those things which are optional therein
 they shall become effective when an order or regulation to that
 effect shall have been promulgated by the governor.
