30.3  OFFICERS AND MEETINGS.
 The members of the commission shall select a chairperson and a
 vice chairperson from their membership.  The commission shall meet at
 least twice per year but may meet as often as necessary.  Meetings
 shall be set by a majority of the commission or upon the call of the
 chairperson, or in the chairperson's absence, upon the call of the
 vice chairperson.
