        36.7  FEDERAL PROGRAM.
         If the department or the general assembly determines that an
      agency of the federal government or the state of Iowa is providing
      the referral and genetic services pursuant to section 36.6, the
      department or the general assembly by specific action may discontinue
      all or part of the services and requirements in this chapter.
