2C.19  DISCIPLINARY ACTION RECOMMENDED.
 If the citizens' aide believes that any public official, employee
 or other person has acted in a manner warranting criminal or
 disciplinary proceedings, the citizens' aide shall refer the matter
 to the appropriate authorities.
