12.19  SIX-MONTHS' LIMIT ON CHECKS.
 On the first day of each quarter of each fiscal year of the state,
 the state treasurer shall stop payment on and make void all treasury
 checks dated six months or more prior to that date, and the state
 treasurer shall not redeem any such check thereafter.
