12.4  RECEIPTS.
 When money is paid to the treasurer, the treasurer shall execute
 receipts in duplicate therefor, stating the fund to which it belongs,
 one of which must be delivered to the director of the department of
 administrative services in order to obtain the proper credit, and the
 treasurer must be charged therewith.
