7A.13  GOVERNOR MAY GRANT EXTENSION.
 The governor shall have authority to grant an extension of time
 for the completion of any report or any portion thereof, but in the
 case of any delay deemed by the governor to be unnecessary or
 unreasonable the governor shall take whatever steps may be necessary
 to have the delayed report prepared for filing.
