7A.5  GOVERNOR.
 The biennial report of the governor to the general assembly on
 reprieves, commutations, pardons, and remission of fines and
 forfeitures shall cover the two years ending with December 31
 immediately preceding the convening of the general assembly in
 regular session, in odd-numbered years, and shall be filed as soon as
 practicable after said date.
