7C.10  RESUBMISSION OF EXPIRED ALLOCATIONS.
 If an allocation becomes no longer valid as provided in section
 7C.7, the political subdivision may resubmit its application for the
 same project or purpose.  The resubmitted application shall be
 treated as a new application and preference, priority, or prejudice
 shall not be given to the application or the political subdivision as
 a result of the prior application.
