8D.12  DISPOSITION OF NETWORK -- APPROVAL OF GENERAL
 ASSEMBLY AND GOVERNOR.
 Notwithstanding any provision to the contrary, the commission or
 the department of administrative services shall not sell, lease, or
 otherwise dispose of the network without prior authorization by a
 constitutional majority of each house of the general assembly and
 approval by the governor.
