8.25 TENTATIVE BUDGET.
Upon the receipt of the estimates of expenditure requirements
called for by section 8.23 and not later than the following December
1, the director of the department of management shall cause to be
prepared a tentative budget conforming as to scope, contents, and
character to the requirements of section 8.22 and containing the
estimates of expenditures as called for by section 8.23, which
tentative budget shall be transmitted to the governor.
