        8.52  PLANNING RESPONSIBILITY.
         The department of management shall:
         1.  Provide coordination of state planning, performance
      measurement, and management of interagency programs of the state, and
      recommend policies to the governor and the general assembly.
         2.  Maintain and make available demographic and other information
      useful for state and local planning.
         3.  Prepare and submit economic reports appraising the economic
      condition, growth, and development of the state.
         4.  Analyze the quality and quantity of services required for the
      orderly growth of the state, taking into consideration the
      relationship of activities, capabilities, and future plans of private
      enterprise, the local, state, and federal governments, and regional
      units established under state or federal legislation, and shall make
      recommendations to the governor and the general assembly for the
      establishment and improvement of such services.
         5.  Inquire into methods of planning, performance measurement, and
      program development and the conduct of affairs of state government;
      prescribe adequate systems of records for planning, performance
      measurement, and programming; establish standards for effective
      planning, performance measurement, and programming in consultation
      with affected state agencies; and exercise all other powers necessary
      in discharging the powers and duties of this chapter.
         6.  Administer the accountable government Act as provided in
      chapter 8E.
