9F.3  CERTIFICATION -- COPIES.
 When certified by the secretary of state the census shall be in
 full force and effect throughout the state.  On payment of a fee of
 two dollars by a requesting party, the secretary of state shall
 furnish a certified copy of the whole or any part of such census
 report.
