15G.113  OPPORTUNITIES AND THREATS.
 1.  The department, with the approval of the board, may award
 financial assistance from the fund to a business, an individual, a
 development corporation, a nonprofit organization, an organization
 established in section 28H.1, or a political subdivision of this
 state if, in the opinion of the department, a project presents a
 unique opportunity for economic development in this state, or if the
 project addresses a situation constituting a threat to the continued
 economic prosperity of this state.
 2.  The board shall adopt rules governing the eligibility of
 projects for financial assistance pursuant to this section.
