19B.1  DEFINITIONS.
 As used in this chapter unless the context otherwise requires:
 1.  "Affirmative action" means action appropriate to overcome
 the effects of past or present practices, policies, or other barriers
 to equal employment opportunity.
 2.  "State agency" means an office, bureau, division,
 department, board, or commission in the executive branch of state
 government.
