        20.16  DUTY TO BARGAIN.
         Upon the receipt by a public employer of a request from an
      employee organization to bargain on behalf of public employees, the
      duty to engage in collective bargaining shall arise if the employee
      organization has been certified by the board as the exclusive
      bargaining representative for the public employees in that bargaining
      unit.
