469.35 FINANCIAL INCENTIVES FOR ENERGY EFFICIENCY PROJECTS -- AUTHORIZATION. The Iowa power fund board, with the assistance of the office of energy independence and other appropriate state agencies, may provide financial incentives to individuals or communities and adopt necessary rules pursuant to chapter 17A in relation to the following: 1. Research, development, and commercialization of technologies and practices that improve energy efficiency. 2. Implementation of technologies and practices that improve energy efficiency. 3. Public education efforts encouraging improved energy efficiency.
