535B.14 RULEMAKING AUTHORITY. The administrator may adopt, amend, or repeal rules to aid in the administration and enforcement of this chapter, including rules providing the grounds for denial of a license based on information received as a result of a background check, character and fitness grounds, and any other grounds for which a licensee may be disciplined.
