        43.108  ORGANIZATION -- PROXIES PROHIBITED.
         The convention shall be called to order by the chairperson of the
      state central committee, or that individual's designee who shall
      thereupon present a list of delegates, as certified by the various
      county conventions, and effect a temporary  organization.  If any
      county shall not be fully represented, the delegates present from
      such county shall cast the full vote thereof if the rules of the
      convention, party bylaws or constitution so allow, and there shall be
      no proxies.
