43.13  FAILURE TO FILE NOMINATION PAPERS.
 The name of a candidate for any office named in section 43.11
 shall not be printed on the official primary ballot of the
 candidate's party unless nomination papers are filed as therein
 provided except as otherwise permitted by section 43.23.
