        43.28  NAMES OF CANDIDATES -- ARRANGEMENT.
         The names of all candidates for offices shall be arranged and
      printed upon the primary election ballots under the direction of the
      commissioner.  If there are more candidates for nomination by a
      political party to an office than the number of persons to be elected
      to that office at the general election, the names of the candidates
      of that party for that nomination shall be rotated on the primary
      election ballot by the commissioner in the manner prescribed by
      section 49.31.
