43.71  MESSENGER SENT FOR ABSTRACTS.
 If returns of abstracts have not been received by the state
 canvassing board from all the counties by the time fixed for the
 state canvass, the state commissioner shall immediately send a
 messenger after the missing abstracts, and the board may adjourn from
 time to time until the abstracts are received.
