43.8  STATE COMMISSIONER TO FURNISH BLANKS.
 The state commissioner shall, at state expense, furnish blank
 nomination papers, in the form provided in this chapter, to any
 eligible elector who desires to petition for the nomination of any
 candidate, or to any person who intends to be a candidate, for any
 office for which nomination papers are required to be filed in the
 state commissioner's office.
