44.12  INSUFFICIENT TIME FOR CONVENTION.
 If the time is insufficient for again holding such convention or
 caucus, or in case no such previous provisions have been made, such
 vacancy shall be filled by the regularly elected or appointed
 executive or central committee of the particular division or district
 representing the political organization holding such convention, or
 caucus.
