44.16  RETURN OF PAPERS -- ADDITIONS NOT ALLOWED.
 After a nomination petition or certificate has been filed, it
 shall not be returned to the candidate or person who has filed the
 document, and no signature or other information shall be added to the
 nomination petition or certificate.
