49.57A  FORM OF OFFICIAL BALLOT -- IMPLEMENTATION BY
 RULE.
 The state commissioner shall adopt rules in accordance with
 chapter 17A to implement sections 49.30 through 49.41, section 49.57,
 and any other provision of the law prescribing the form of the
 official ballot.
