53.12  DUTY OF COMMISSIONER.
 The commissioner shall enclose the absentee ballot in an unsealed
 envelope, to be furnished by the commissioner, which envelope shall
 bear upon its face the words "county commissioner of elections",
 the address of the commissioner's office, and the same serial number
 appearing on the unsealed envelope shall be affixed to the
 application.
