53.27  REJECTION OF BALLOT -- RETURN OF ENVELOPE.
 If the ballot is rejected, the affidavit envelope, with the
 affidavit of the voter endorsed thereon, shall be returned with the
 rejected ballot in the envelope endorsed "Defective ballots".
