 53.35A  FAILURE TO RETURN BALLOT.
 It is unlawful for any person designated by the commissioner, or
 by the elector casting the absentee ballot, to deliver the sealed
 envelope containing the absentee ballot, to willfully fail to return
 the ballot to the commissioner or the commissioner's designee.
