53.43  IDENTIFICATION ON ENVELOPE.
 The envelopes used in connection with voting by absent voter's
 ballot by voters who are members of the armed forces of the United
 States, shall have stamped or printed on them the words "Armed
 Forces or Overseas Ballot" and a designation of the election at
 which the ballot is to be cast.
