53.9  PROHIBITED PERSONS.
 No person required to file reports under chapter 68A, and no
 person acting as an actual or implied agent for a person required to
 file reports under chapter 68A, shall receive absentee ballots on
 behalf of voters.  This prohibition does not apply to section 53.17.
