67.8  TEMPORARY APPOINTMENT.
 On the making of such order, the governor shall appoint a
 temporary incumbent of said office.  Such appointee, after
 qualifying, shall perform all the duties and enjoy all the rights
 belonging to the said office, until the removal of the suspension of
 the appointee's predecessor, or the appointment or election of a
 successor.
