 69.17  EMPLOYEES AS MEMBERS -- VOTING.
 If an employee of an appointive board, commission, or council is a
 member of the board, commission, or council, that employee shall not
 be a voting member. Payment of per diem and expenses shall not cause
 a member to be considered an employee of that board, commission or
 council.
