74A.4  MAXIMUM RATES ON SPECIAL ASSESSMENTS.
 Except as otherwise provided by law, the rate of interest payable
 on unpaid balances of special assessments levied against benefited
 properties shall not exceed the maximum rate in effect at the time of
 adoption of the final assessment schedule, as established by rule
 pursuant to section 74A.6, subsection 2.
