80D.4A  TRAINING AND CERTIFICATION REQUIREMENTS.
 The director of the academy, subject to the approval of the
 council, shall promulgate rules in accordance with the provisions of
 this chapter and chapter 17A, giving due consideration to varying
 factors and special requirements of law enforcement agencies relative
 to the standardized training and state certification of reserve peace
 officers.
