80.19  PUBLIC SAFETY EDUCATION.
 The commissioner may cooperate with any recognized agency in the
 education of the public in highway safety.
 Any recognized agency receiving appropriations of state money for
 public safety shall annually file with the auditor of state an
 itemized statement of all its receipts and expenditures.
