        86.27  SETTLEMENT OF CONTROVERSY.
         Notwithstanding the terms of the Iowa administrative procedure
      Act, chapter 17A, no party to a contested case under any provision of
      the "Workers' Compensation Act" may settle a controversy without the
      approval of the workers' compensation commissioner.
