87.3  MAXIMUM COMMISSION FOR RENEWAL.
 No insurer of any obligation under this chapter shall either by
 itself or through another, either directly or indirectly, charge or
 accept as a commission or compensation for placing or renewing any
 insurance under this chapter, more than fifteen percent of the
 premium charged.
