        88.16  TRAINING AND EMPLOYEE AND EMPLOYER EDUCATION.

         1.  The commissioner shall conduct directly or by contract,
      educational programs to provide an adequate supply of qualified
      personnel to administer this chapter and informational programs on
      the importance of and proper use of adequate safety and health
      equipment.
         2.  The commissioner is authorized to conduct directly or by
      grants or contracts, short term training of personnel engaged in work
      related to the commissioner's responsibilities under this chapter.
         3.  The commissioner shall provide for the establishment and
      supervision of programs for the education and training of employers
      and employees in the recognition, avoidance, and prevention of unsafe
      or unhealthful working conditions in employments covered by this
      chapter, and consult with and advise employers, employees, and
      organizations representing employers and employees, as to effective
      means of preventing occupational injuries and illnesses.
         4.  Notwithstanding chapter 22, consultation records prepared or
      obtained by the commissioner pursuant to this section and which
      relate to specific employers or specific workplaces shall be kept
      confidential.  For purposes of this subsection, "consultation
      record" means a record created when an employer requests and
      receives from the labor commissioner direct assistance in the
      recognition and correction of workplace hazards.
