89A.12  ACCESS TO CONVEYANCES.
 Every owner of a conveyance subject to regulation by this chapter
 shall grant access to that conveyance to the commissioner and
 personnel of the division.  Inspections shall be permitted at
 reasonable times, with or without prior notice.
