        89.1  AUTHORITY.
         The labor commissioner shall enforce the provisions of this
      chapter and may employ qualified personnel under the provisions of
      chapter 8A, subchapter IV, to administer the provisions of this
      chapter.
         The provisions of this chapter shall apply to all boilers and
      unfired steam pressure vessels in this state, except as otherwise
      provided in this chapter.
