99B.15  APPLICABILITY OF CHAPTER -- PENALTY.
 It is the intent and purpose of this chapter to authorize gambling
 in this state only to the extent specifically permitted by a section
 of this chapter or chapter 99D, 99F, or 99G.  Except as otherwise
 provided in this chapter, the knowing failure of any person to comply
 with the limitations imposed by this chapter constitutes unlawful
 gambling, a serious misdemeanor.
