123.2  GENERAL PROHIBITION.
 It is unlawful to manufacture for sale, sell, offer or keep for
 sale, possess, or transport alcoholic liquor, wine, or beer except
 upon the terms, conditions, limitations, and restrictions enumerated
 in this chapter.
