135H.2  PURPOSE.
 The purpose of this chapter is to provide for the development,
 establishment, and enforcement of basic standards for the operation,
 construction, and maintenance of a psychiatric medical institution
 for children which will ensure the safe and adequate diagnosis and
 evaluation and treatment of the residents.
